U.S. Representative Pramila Jayapal, who represents Washington’s 7th district in Congress, posted a series of statements on September 18, 2025, outlining her efforts to condition U.S. aid to Israel on compliance with American and international laws.
In a tweet at 19:15 UTC, Jayapal wrote: “We have the leverage to demand that Israel follow our own U.S. laws.
I introduced an amendment in the Foreign Affairs committee to condition some U.S. aid on the Israeli government following our laws, as well as international humanitarian law. It’s common sense.”
Later that evening at 20:30 UTC, she added: “When US citizens are killed abroad, it should be non-negotiable that foreign govts cooperate with US-led investigations. But the Israeli govt doesn’t.
So I introduced an amendment that would block $1 billion in military aid to Israel unless they comply with our investigations.”
By 22:59 UTC, Jayapal provided an update on her legislative efforts: “UPDATE: my amendment to condition some aid to Israel until they follow U.S. and international humanitarian law failed.
Thank you to my four Democratic colleagues who voted yes. To the rest of the Committee: this is what the American people want. It’s time to get on board.”
Jayapal has served in Congress since 2017 after succeeding Jim McDermott and previously held office in the Washington State Senate from 2014 to 2016. Born in Chennai in 1965 and currently residing in Seattle, she holds degrees from Georgetown University and Northwestern University.
Her recent amendments reflect ongoing debates within Congress about foreign military assistance and oversight when it comes to adherence by recipient countries—such as Israel—to both U.S. statutes and international humanitarian standards.
