NOTICE OF RFP AND PRE-SUBMITTAL CONFERENCE 

THE CITY OF SEATTLE 

REQUEST FOR PROPOSAL/ RFP# SCL-31801 

P2P CONSULTING SERVICES 

Seattle City Light (SCL) is seeking proposals from qualified consulting firms to provide a comprehensive evaluation of our current Procure to Pay (P2P) business processes and related systems. The successful consultant will work with our team to improve our processes and systems, provide recommendations for best practices, and develop a detailed workplan and requirements to execute these recommendations.  

Seattle City Light is committed to ensuring that all purchases are transparent, fair, equitable, and comply with applicable City and State laws and regulations. SCL is also committed to paying invoices within 30 days upon receipt as part of our prompt pay initiative.Seattle City Light makes approximately 1,400 purchase orders (PO), 9,000 non-PO purchases and processes about 32,000 invoices annually. Most transactions are low dollar, non-PO purchases for goods and services and approximately 10-15% of invoice volumes are capital purchases for infrastructure construction, equipment replacement, and/or technology. 

In 2021, SCL Finance began its P2P transformation by implementing two Oracle ECM portals to digitize the purchase requests, invoices, approval workflow, and automate invoice processing. Two Portals were built separately by two different vendors using two different programming languages. This makes it extremely difficult for long-term technology support and maintenance. Previously, the entire P2P workflow was paper-based and manual.    Seattle City Light plans to continue its digital transformation by integrating and simplifying the current P2P processes and technology and improving intuitiveness with the goals of improving user satisfaction, compliance, and timely payment.

Consultants must complete a free registration prior to viewing, printing, and saving to their own equipment at no cost or ordering full or partial document sets and/or CDs through the Web site. Free internet access to obtain these documents is available at Seattle Neighborhood Service Centers and most public libraries.

SCL will be hosting a Virtual Pre-Submittal Conference on June 8th, 2023 – 1pm-2pm (PDT)

The City’s proposed schedule is outlined in the RFP. The contract awarded as a result of this RFP will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.
