NOTICE TO CONSULTANTS 

Request for Proposals (RFP) for

Landfills Post-Closure Operation Support 

SPU RFP/Contract# 23-039-S

The City of Seattle Public Utilities (SPU) is requesting proposals from qualified consultants to provide expertise in qualified consulting firms to provide continued engineering and environmental consulting services related to the operation and maintenance of the closed Kent Highlands and Midway Landfills.

SPU is seeking one (1) qualified consulting firm to perform services including engineering, report creation, consulting, regulatory agency negotiation support, and trouble-shooting for operations and maintenance that will ensure compliance with Superfund site regulations and site RODs. This contract will be for a minimum of 7 years (2024-2030) and estimated to be up to $3 Million.

The deadline for submitting Proposals is 5:00 PM Pacific Time on Wednesday, July 12, 2023, electronic submittals are to be uploaded to the City’s Procurement Portal: https://cityofseattle.bonfirehub.com/portal.

Or join by phone at: +1 206-686-8357; 124 388 156#. SPU will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Although attendance at this meeting is not mandatory, attendance is highly encouraged.

Proposers may submit questions to the procurement portal (Bonfire) under the Vendor Discussions section. The City strongly prefers that consultants submit questions in Bonfire, but will accept questions submitted to the Contract Administrator in email format, as well. Questions shall be directed to Jamie Cortez, Contract Administrator & SPU’s designated contact person, at jamie.cortez@seattle.gov. To facilitate preparation of responses to questions, please submit questions by no later than 5:00 PM Pacific Time on Wednesday, June 21, 2023. All responses to questions will be posted at https://cityofseattle.bonfirehub.com/portal under the Public Notices Section in the respective procurement opportunity.
